The cab fare from Laguardia is less expensive, by approximately $20. However, if you want to fly into Newark, the train from the airport is $14 one-way, an easy ride and goes right into Penn Station.

As a native New Yorker, who has been at both airports - I can tell you that the taxi fare is about the same to Midtown Manhattan. However, Newark airport is the better airport - it's a lot cleaner, safer, and less crowded. Newark is just much nicer - and the quality of travelers at Newark tends to be a whole lot better than at LaGuardia.
If you're concerned about cost, there is a bus from Newark that goes straight to Port Authority Bus Terminal. The bus stop is directly adjacent to the taxi stand.

To midtown Manhattan, cab fare is @ $20 from Laguardia (minus tip) and @ $60 from Newark. You can also take a NJ Transit train from Newark International Airport Train Station straight to Penn Station in NYC....I believe it is @ $11 and it is fast and easy.

It's about the same. You can take public transportation from either, but I'd say hopping on the NJ transit train straight from the airport is pretty easy out of Newark.
