When does the law saying that you can only have one person in your car under a certain age pass? Did it already?

It's already in effect, and has been for several years. Here's a link to the current MO Driver's Guide. It's all explained on page 10.

Effective 1/1/2007, the minimum instruction requirement goes up to 40 hours from the current 20 hours.
