No, the Roman Empire will not rise again. The European Union is not a candidate for the new Roman Empire, as some Christians say. The whole thing with there being a second Roman empire was a way of raising the hopes of early Christians into thinking that they would defeat the Romans one day, given that the Romans were the harshest persecutors of early Christians. I don't believe Revelation is actually a prophecy as much as it is a message of hope. Sure, if you include vague terms, eventually they'll be fulfilled in something. Nostradamus understood this well. So no, the Roman Empire will not rise again. The closest thing to the new Roman Empire is the Vatican. But the Vatican has little to no power in secular, international affairs. Compare that to ancient Rome, who until the advent of Christianity, was the most dominant force in the known world. So, my answer is no.

The Roman Empire morphed into the "Holy Roman Empire" and is currently one of the most successful empires to have existed.

The Holy Roman Empire claims over one billion citizens, most of whom pay taxes to Rome and receive little or nothing in return.

Those Romans are shrewd folks, it seems.
