Generally not. It is usually ceramic which has been fired (taken close to it's melting point). The suface becomes lusterous as the microscopic holes seal due to vitrification.

This can be made a lot easier by applying a glaze to the ceramic.

Luster is the property of minerals describing reflectance of light. Metallic minerals usually have a metallic luster, such as pyrite and galena. Most minerals have a glassy or viterous luster. The question needs to be stated better. Metallic is an adjective and it is being used here as a noun. A more proper sentence might be "Is a viterous luster a property of metallic minerals".
