I am not sure in what way you find it incomplete, accept to suggest that the NT is required to completely "fulfill" the OT. However, if your question is more literary, its best to understand that the OT is divided into several different books of different literary styles. The Torah (first five books) would be considered "complete" in the text and purpose, and the books to follow are an interpretation, narrative, and/or reflection on the first five books. In this sense, the OT is complete. If there was something specific that gives you the impression that it is lacking something in particular, than you may want to mention that in another question.

1. Because under the 'old testament' sin was not eliminated; it was only pushed forward for a year.
2. The blood of bulls and goats was temporary; the blood of the lamb of God (Jesus) was full elimination of those sins
3. The real 'testator' of the 'old testament' was the Lord; the Lord Jesus Christ.

I heard that the apostle who wrote the books in the bible were chosen because they represent a certain number of something. And I guess they were hiding a lot of infos. Sorry for the lack of details. But anyways, tell me when you get the answer ;)
I'm catholic and it's bad of me to say such things about the bible lol. But i'm more spiritual than religious. Oh anyways, good luck with your question.

the OT is not incomplete.
the OT as we know it was put together by a counsel of Christian believers back in the middle ages. it was put together with the reference of the NT... but the OT is really a gathering of writings by Jews. the miracle in the cohesiveness between the writings in the OT and the Bible in general are that they were put together by the Holy Spirit.
