It's not worth it. It's so much better to 'practice' with someone who cares about you. Don't worry about being a good kisser or whatever. It's more important to be with someone who cares about you; the other stuff will certainly follow.

I'm sure you could find some willing takers if you just solicit the really nerdy kids, who would be thrilled at the opportunity. Tell them it's a science experiment!

I've heard you can try it with your hand.. like the part where you would use to draw a hand puppet on.. but I dont think you really eed to worry about it. It pretty much comes naturally.

to really practice kissing, you need to develop sensitivity through feedback, which is impossible with an inanimate object

You could always go to somewhere and buy one of those plastic male dummies women put in their car's passenger seats for safety. "He" wouldn't mind, and voila-no STD !
