Wicca is an initiate-only priesthood, because of both legal and practical reasons Wicca covens do not initiate those who are under the age of 18 years old.
Wicca isn't a religion with a laity as such there are only priests/priestesses, and as Wicca are oath-bound to protect the integrity of their path then only after initiation are you taught the inner-court teachings of Wicca; beliefs, practices, doctrines, mysteries, gods – all that you will read online or in books is outer-court, placeholders to teach those outside of Wicca and Seekers about the path.
It is important you know the difference between Wicca, Seeker, Neo-wicca, Pagan Witch and other terms because there is a great deal of difference between what they do and what they are, it is important to use the correct terminology so not to misrepresent yourself to others or cause offence.
Drawing down the moon is a ritual performed by the High Priest by which they invoke the spirit of the goddess into the High Priestess within the coven circle; the High Priestess becomes a channel for the goddess. First and second degree can perform this ritual, however in most cases it requires more experience as it can be draining or simply too much for the person to handle. This is generally not something done by someone who is not Wicca.
If the internet is your only resource then no wonder you are so confused about Wicca, it is unlikely that there are no books on Paganism in your area or no Pagans who can help you, even if that were the case you can always order books on the subject – the internet is not a very reliable source of information, not that books always are but from time to time they do provide a better basis for learning.
The most obvious source of information is Amber and Jet as they are a BTW Wicca group by description - http://amberandjet.spiralpaths.org – but there are other sites on Wicca, and sites that discuss drawing down the moon.

Drawing down the moon is a specific Wiccan ritual where the Priest channels the energies of the Goddess into the Priestess. This is something that should be learned in person with someone experienced to guide you.

Try looking up a teacher or open teaching circle on WitchVox.com. This is Wicca, not general neo-paganism, and it is best to learn rituals such as Drawing Down the Moon via a teacher, rather than a website.

Um. You might be a little early in to be trying difficult things like that. I'm fairly sure you have to be Awakened to focus spirit energies that much, and if you've only been Pagan since the 20th, I can just about assure you that you aren't ready. Especially because you probably haven't learned to ground properly yet. If you don't ground, it can be very harmful to you.

There are lots of different rituals for "Drawing Down the Moon" you just have to find the one that works for you. Witchvox is an excellent website to find all sorts of things. Ebay is where I get my books because I live in a small rural town and have limited access (and funds) to big city bookstores. Blessings!

Well, here ya go in short how to DDTm real bare bones. and keep in mind any gesture you make with your hands you can use a wand, or you anthame instead by pointing at Her with it. Mind you LOOK at the moon while doing this, but thats kinda obvious!
1. ground and center
2.cast your circle.
3. look at the moon and meditate on Her being the goddess
4. raise your hands in the Goddess position (arms up above your head and slightly out like your a giant chalice, or point your tools at her) and pull her energy down into you
5. meditate on your will and energy working together with her
6. spend sometime basking in all our Mother's glory!!!
7. do whatever needs to be done with the energy, or just keep it sometimes thats nice if you want a big jump on your intitution!
8 Say Thank you to Mommy!
9. relase the circle.
10. Go run amuck picking on the house cats to ground and center! or just ground and center hehe

Hmm. Perhaps you should look up the definition of "pagan" my friend.
You are after Wiccans, not just pagans.(in a nutshell, "pagan" simply means "country dweller" or, after xtianity, it just meant "anyone who did not believe in christianity")
