I am a gamebird breeder specializing in quail. I would say incubate, I don't know what type of quail you have, but would love to help you out. My website is at www.cbfsuperquail.com and we have lots of good bird-related info there. Are the birds inside or out? Provide them with light all the time. A lightbulb near their pen is sufficient. Feed a good, high-quality game bird starter crumble, NOT chicken laying mash. Don't forget to offer grit and oyster shell, they need those things, too. Regular feed, water and cleaning schedule will make the birds feel more at ease. If you feed at whatever time you feel like it, and vary a lot, the hen will not lay well. The reason why you're quail may not laying as many eggs is...........well I'm not exactly sure but it could be in an environment where it feels stressed or threatened.
Quails like to be somewhere quiet, warm (not hot) and not really windy. When i used to have a quail i found that they liked to be somewhere that they can here nature, such as insects.
If the quail doesn't sit on the eggs then use an incubator, some quails don't have natural instincts, or other wise you can teach them how to, but I'm not sure how i just heard it from my friend who has some.
And food, well they like to have a variety of foods they they are allowed to eat. Shouldn't change what they eat too often though or otherwise they could get sick.

well, maybe it's because the bird has a problem or disease or is sick or something. sometimes some quail just don't want to breed (it can be either male or female), and so you can't force them to. Maybe a new pair of quail would help?

i used to know someone that had them and he had to incubate the eggs if you leave them alone as much as possible they will lay more, they have to feel safeto lay
