So I'm looking to buy a digital camara in the under $300 price range (A little over is okay). I want it to be small, sleek, perferably black, and take pictures with as little delay as possible.

Which camara would you recomend? And if you could, a link to it at a trustable buying site.

Take a look at the Casio Exilim line of digital cameras:

They are available at Radio Shack at http://www.radioshack.com Prices have come down that some models are under $300. The Casio Z60, which is an amazing digital camera is only $225. It has 6 Megapixels, and even takes high-quality videos.

Canon makes the great PowerShot line and they just came out with a bunch of new cameras. Definitely look into the SD700 IS or the SD800 IS, both of which have image stabilization and large LCD screens.
