I've been taking care of this dog since last year. They only come to town on weekends and have an apartment 2 hrs from here where my brother-in-law goes to school. They'll be back permanently on December, but I just can't wait to get rid of the dog. I feel so sorry for the dog but I'm sick and tired of him.

Honesty is the best policy. Just straight up tell her the dog is driving you nuts and that you -and the dog - would be much better off living apart. If she gives you any jive about "well you've had it this long already..." just let her know that "this long" has been "long enough" and if she's not willing to take the dog off your hands you'll simply do it without her help.

pick up phone and tell her ....................ok I'll stop being sarcastic and whilst I know you must be totally sick of looking after the dog it is ONLY till December [this year I assume] and is it really worth really upsetting the whole status quo over this, you have sucked it up for this long, you only have a couple of months to go.
Still I would tell them that you will NEVER have the dog again once they collect it, not even for a night and I think they will understand just how much it has got on your nerves

You're gonna have to come out & say it or else make up some excuse like your not home enough anymore. tell her she has a time limit to find it a new home or else you're taking it to a shelter.
