I just got a English Bulldog puppy and I don't know how to raise it ? I have gone to quite a lot of websites about it and each one says something different? The puppy is only 3 months old, weights 20 lbs. and lives inside of the house.

Go with the advice given by the puppy's breeder, as they know their line of dogs better than anyone, and if you trusted them enough to buy a pup, you'll probably trust them enough to follow their advice.
If you bought the dog from another source, than unfortunately you won't have access to such a valuable resource. Having a breeder as a friend and adviser is the best way to go, especially for a first time dog owner. However, if you look in your area, you may be able to find a bulldog breeder who will be able to advise you of what you need to know.
From the information you have given me, my only piece of advice is this: don't let your puppy get overweight. At 3 months, they are still really growing and it is not good to put extra weight on a developing body. If you are unsure to tell if your puppy is too fat, have your vet fill you in.

What a totally blonde question... the easiest way to raise an English bulldog? In regards to what? Potty training, discipline, search and rescue... that's like asking someone on here what time is it?

Put one hand underneath near the front legs, another further back and then lift upward. voila the dog is raised.
