Its refering to the game craps. Roll the dice, 7 or 11 you win, 2 or 12 you loose. theres a little more to it but thats the general idea

No, its a saying. It means it's a gamble, anything can happen just like when you roll a die. You may get a 1, or a 5, or whatever. It's a chance.
