Yes, dust is an allergen. But, at this time of the year with the high ragweed pollens in the air, you could have allergies to that as well. What exactly are your eye symptoms and have you seen an ophthalmologist for this? These posts can be very helpful but you should getaa definitive diagnosis from an MD before you follow any advice from these posts, especially if your eye symptoms have lasted awhile and are particularly troubling.

Dust mite feces is the actual antigen and not the dust. Yes, it can cause allergic itchy eyes. It is usually in your bedding. Wash bed linens in hot water maybe even with a miteacide. Use allergy blocking mattress and pillow covers. Get good Hepa air cleaner. Have HVAC ducts cleaned and sealed. Remove carpeting and replace with floor. Remove curtains and drapes and replace with non dust harboring window treatments. Get Hepa filtered vacuum. Clean, vacuum and dust house thoroughly. Get a prescription for topical antihistamine eye drops such as Patanol or Elestat or similar. Get scratch tests from allergist and initiate desensitization treatment to offending allergens. That and oral antihistamine treatment is about all you can do long term for allergies, eye and otherwise.

Yes, dust in the air will cause eye problems; an allergy to dust will just make it worse.

Yes you definitely can.
All allergy problems are immune related, where the immune system has become compromised. Rather than attempt to treat the symptoms of something like a dust allergy, it is much more beneficial to attack the root cause.
In this case you should be looking to repair and maintain your immune system.
Avoid drugs and chemicals at all costs, also Aspartame and caffeine are great for degrading health. Drugs and chemicals especially compromise immune function.
