As far as why your dog has brown on his chin it is probably a high iron level in his saliva use peroxide on a cotton ball and wipe the chin area daily you should see a difference in a few days and his ears itching could be a number of things ear mites, yeast or and ear infection. Ear mites are easy to treat, they usually look like really dirty black stuff inside the ears and you can get medication over the counter at any pet store, for yeast or ear infections a vet must be seen. There could be a problem with his ear, why don't you take a look and see, there could be wax build up, the ears need to be cleaned, and often. You may do it or the Vet if necessary, Not enough info about the chin , it may be brown fur.Yes the Vet should look at your dog and he can tell you what needs to be done for the ear, if it is an infection they will give you ear drops to use

It might just be a fur marking. My black puppy grew a white beard on his chin at about 6 months, and he had it until the day he died, even though the rest of his fur never turned colour.
Also, your dog might have ear mites or dirt in there, that's irritating his ear and causing the redness. Get it checked out by a vet.

The hair under his chin could be just a patch of brown fur. It's normal for dogs to be multicolored. His ear probably turns red because he is irritating the skin by scratching so hard. He may have fleas so you should take him to the vet so they can start him on some flea medication.

Might be ear mights or hes got a wood tick deep inside his ear canal.
Id take him to the vet so he can scope the ear.
could be a nasty infection also.

Well if it turns red go to the vet becuase he could have a rash or it might be internal bleeding(not a stupid answer) It probably isnt though
