I'm up at college and the internet is free and the phone lines are as well when people call from outside and you can't call out on it well anyways they said the lines were down in the dorms i get rings when someone calls but i don't hear anyone on the other side and there is no dial tone
but i can dial

If they are telephone lines, then yes probably

It depends on whether you have a digital or analog system, with the analog system there should be no activity on the phone at all. With the digital system power is supplied from the main box and as a result the phone appears to be working but will not provide a dial tone because the main wires are out. If you have the analog then if there is activity with the phone but no dial tone the problem is at the exchange.

the lines from the phone company can be down, but you may still be able to place internal calls to another extension if the local exchange is will working.

Pretty much they will,if the power lines are out then that means the phones have lines and that would include them.

If the lines are down obviously you will not be able to get out.

just use your computer...with a softfone...its free...cant you not download the yahoo PC to PC to make all your calls? I do that with my webcam soI see my friends while I talk...its so cool...
