Lining paper, is to hide sins that someone couldn't be bothered with. plastering is a specialist job. bad plastering can make matters worse. Fill, fill, rub down. paint a coat, stand back and look again. you'll see a multitude of misses. repeat the filling look again. repeat the filling again. paint another coat. Look again. repeat if required.
This may be tedious. But eventually, you'll have a quality finish.
If all else fails, get someone in.

no it doesn't... it would be better to skim the walls then line them.. if the lining paper isn't put on properly you end up seeing all the seams.. if you do use paper you might as well get a nice wallpaper instead of painting over the lining.. it would look much nicer

lining paper is great,& cheap.
if you have bad wall with lumps or any imperfections they can show through lining paper,or try lining it across the wall first,then downwards,buy a thick lining paper as well.

lining paper is the cheapest option,but doesnt always cover bumps,and its very time comsuming,as you dont hang it vertical(ceiling to floor) ,you have to put it on horizontal(sideways),but also leave a 2cm gap between eack sheet as the paper stretches as its drying.but if the wall isn't too bad i'd reccommend it only if you've got patience and somebody to help.

lining paper and still show up the bumps if you have really bad walls. i know it seems cheaper but is it really in the long run

I am afraid not. It works to a fashion if you have rough plaster, but if it has proper lumps and bumps, then it will not hide these at all.

yes it is the alternative to replastering, all you have to do is make sure you prepare the walls 100% as holes will still show through if not filled or rubbed down properly.
