Not if you live in Canada. It's illegal. The maximum jail sentence is 5 years and you can receive a fine up to $5000.

I'm sure it is legal in most states to buy whatever you want. If you're a true fan of something, then it's ok to buy however many of it that you want.

Sure. It makes keeping track of the paperwork harder, because you have to match VIN numbers, but I have done it.
