everytime he sees ta vaccum cleaner he always screams

Because it is scary! It's loud, it's ugly and mom is all concentrated on her task and not listening,taking or paying attention to baby!

Because it's really noisy and it moves around. A lot of them have big lights on the front, too. And an upright vacuum is way, way bigger than an 11 month old. Since they don't understand electricity and on/off switches, something like a vacuum appears very unpredictable. It may be off now, but that doesn't mean it won't come after you any second.
My son used to hide behind his toy box whenever I vacuummed. I offered to let him switch it on and off and see how it worked (he had just turned 2) but he wouldn't have anything to do with it. He'd just quietly climb in the corner and say, "Please put the ba-yoom away mama."
We didn't "protect" him from loud noises when he was a baby, so he should have been used to it, but he still entered that stage. It's unavoidable for some kids.

I agree with the above answer of letting him know you're going to be using it. Also, make it fun--take the hose on the vaccum and put it on his shirt and he'll probably think it's funny. Show him that the vaccum isn't scary and he'll be fine.

Did you ever vacuum around him when he was a baby? I have heard that you should never stop doing loud things just because there is a baby in the house....if you vacuum around an infant, this gets the baby used to it as he grows older, and he will be less afraid of it.

My little girl is 3 and she is still scared of the vac,, when I get it out of the closet she either runs to my hubbys chair or goes to her room and shuts the door, until I put it back in the closet. She wont even touch it. I think that it is the noise.

My eight year old is scared of the vacuum. She can't stand loud noises. She just sits with her ears covered whenever we run the sweeper. She also plugs her ears to flush the toilet. I'm sure its just the sound that bothers your baby.

Sometimes noises that aren't normally heard could scare children. When my son was 1 y/o an elmo toy used to scare my son so badly.

Do you usually warn him before you turn it on, so he isn't so startled by the noise? I always give my kids a warning that it's vacuum time so it doesn't scare them.

most of the time it is of the loud noise. warn and he/she will get used to it. both my kids did. insure that it is not harmful. and show "the child that".
