Everybody is basically right. Have you got it by now?
1)Clink on "Start"
2)Click "set Access Programs and Defaults)
(older versions need you to go to Control Panel First)
3) Click, "Change of Remove Programs"
4) Scroll done until you see Yahoo Toolbar
5) Clink on it to highlight
6) Click remove
7) Check to be sure you've deleted any installation programs as well (look above it, is there a "Yahoo toolbar installation program" or something like that? You should remove that too, the same way.
8) Finally check your desktop and delete any icons related to yahoo toolbar

If you have recently downloaded it and you don't want it, do a restore on your computer. But make sure that anything else you have downloaded in the same time span, you have a back up for or that you can easily download it again.
Do the following
Click START
ALL PROGRAMS
ACCESSORIES
SYSTEM TOOLS
RESTORE.
