By Far...The Boat House restaurant in Central Park. Not only is it right on the water, the two of you can rent your own little canoe afterwards. It's a well kept secret, so don't tell too many people. You're also in luck, because fall is the best time because you can see all of the leaves changing. PS. Have a drink by the cozy firepalce after your canoe ride.

There are so many wonderful 'hole-in-the-wall' restaurants in NYC that offer privacy, intimacy and a place where you and your partner can focus on being with each other. Why would you want to choose something that fits the MOST category. By asking for a most, you will get a place that will be wonderful but it probably will be too busy, too pressured and too popular for you to be able to contemplate the wonder of being with someone you love.
Wherever two love birds sit to eat together, that is the most restaurant in NYC.
Of course, you can have that at a busy restaurant but you need to cultivate a special connection.
When I was courting my wife, I had a similar desire. My cousin was a senior manager with Restaurant Associates which owned 21, top of the sixes, mama leone's and the tavern on the green.
I had tickets to a broadway show and we planned to eat at the Tavern on the Green in Central Park. My cousin arranged for the Maitre de of the Tavern on the Green to look over our table and make sure we had special treatment. The tavern is a busy place and they like to move people through there quickly.
He made sure we had a private table, no interruptions and quick courteous service. As we neared the end of our meal, he sent someone out to get us a horse drawn cab to take us to the theater.
It was a very romantic meal and the carriage ride was a very impressive way to arrive at the theater, but it is a bit too over the top to be compatible with true romance. We were very young, and I was lucky because of my family ties....so it worked!
Good luck in your search for true romance in the most romantic city in the US.
P.S. If expense is no object and you like food prepared like it was being made for the Czar, try Petrossian Café and Bakery 911 Seventh Avenue at 58th Street 212-245-2217.
The place where my wife and I stay when we go to NYC to see shows is near this restaurant and I drool every time I pass it. Now married 37 years my wife is too frugal to accept such extravagance as romantic, but you might give it a try.

Tavern on the Green, without a doubt! My husband proposed to me there and it was
m-a-g-i-c-a-l...especially because it was decorated for the winter holidays.
