If you are dealing with the Bells then.Marketing,assignment(to assign no. and pairs) switchman(to program no./features)frame person ( to run it in the central office) maybe cable(to clear assigned pairs),Installer to do the outside work,completion clerk( to assign billing info) and that's only if no problems are encountered(cable splicers etc,) So at a minimum 5 people
