I have never been bold enough to pick up a woman in the general public. It has always been through school, work, bars, clubs, or through friends. What is the best way to approach a woman in public that I find appealing? Do women like being picked up in public by a stranger?

Of course women like to be picked up in public, that's the best place. Casual conversation is the best way to get something going. Just be aware of what is going on around you and I'm sure you'll find something to talk about.

Just walk over and make a joke about something that she is looking at. Or ask her for her opinion on something (say that you have a bet with your friend). Asking for an opinion about male/female relationships in general, or about a specific Hollywood star's relationship in particular, should get an animated conversation going.
Or you could try the same opening line that has worked for you in bars or at school; why wouldn't the same icebreaker work for you in public?
