No such thing as normal regarding such things. If it bothers you tell him to do it when you are not around. It is certainly better than him running around the house messing everything up.

Usually men don't do this because the material of the underwear will touch the sensitive areas of the glans. In the case of guys who has had circumcisions, this may not be an issue.
