I've been studying it for like 9 years and I know more than the basics. I'm just not fluent

I suppose it is no different that getting fluent in English.
I used the readers digest every month to increase my vocabulary.
Just sitting and reading a dictionary can be boring and it won't give you the words used in sentence so I recommend you buy CDs that you can play and listen to while driving or during times at home when you can listen. The repeated exposure to language is how children learn and expand their vocabulary. Imitate what works for them.

climb up the eiffel tower and pee on the first cop to pass by, this will land you in the local nick and i gaurantee you , your french will improve no end and cost you nothing
