No, they would not even be eligible to apply (not until their spouse is).
They would (usually) be eligible to receive an H-2 visa, that would let them stay in the US with their spouse, and become eligible to permanent residency eventually, when/if the spouse is eligible.

No. A work visa is just that. You are allowed to stay in the US for a certain period of time. After which you return home. A work visa only allows for work.
Both parties would have to return to their country. Can not stay in the US past visa date

If they apply for citizen ship but they would not have to leave the u.s. There are new laws since 911 that you would have to check out .Is the person a us citizen?
