I'm not an expert on warts, but it sounds like a plantar wart to me. Is it on his paws, legs, or face? If so, it's probably a plantar.

Either way, you need to take the dog to the vet and have them burn/freeze it off, otherwise it will just spread and make more warts on the dog, and if left untreated, warts eat at the muscle underneath where they are.

Usually the little brown spots on a wort are the roots and if they are removed need to make sure that all of them are gone. If just one is left behind it will come back like anything with roots would. Take to the vet and let them take care of it.

If it is red or reddish brown, it could be a strawberry tumor. Those have little fingers that grow out. Takes surgery to remove. Have a vet check it. Do a search for strawberry tumor dogs and see what pics or examples you can come up with.
