or does it only apply to times when 2 Christians are gathered in His name to create a law/rule?

Neither. This is one of the most taken-out-of-context verses of the New Testament. If you place it in context, Jesus is discussing the reconciliation process. He does not give a promise of the outcome, but he promises to be in the process. Reason for this? Upon a further study of Biblical unity, the most basic theology of Christian unity is the principle of "Christ in you, the hope of glory." There are SO MANY places where Christ discusses indwelling the believer... "I am the vine you are the branches. Whoever dwells IN ME and I IN HIM..." ..."If any man opens the door I will come in..." etc, etc, etc. If we believe what we say, that upon our salvation, Christ indwells us, then our relationships with one another represent a full half of our relationship with him. That means that the person you are gathered together with holds a part of Christ. When you relate to that person, Christ is there. Wouldn't we be better if we really acted like we believe that Christ indwells one another?

It applies at all times that they are gathered prayerfully. It comes out of the Talmud and refers to rules for the synagogue. It says God is present in community and that community need only be two people.

It applies to when 2(+) Christians are gathered in His name to do anything- whether it be worshiping, praying, having fun....just as long as they aren't gathered to purposely sin.
