The new law that comes into existance next monday says that all children under 12 must have a car seat or booster seat unless they are over 135cms 4 feet 5 inches. Surely they would have been better having a height restriction rather than age.

You need to clarify what state/region you are referring to. Many states have differing laws.

There surely are exceptions, but what 12 year old do you know that is under 4 ft. 5 " tall??
If the seat belt fits properly across the chest, then they use a belt, if not, because they are an exception, then how else do you want them to be protected in the car?? If they're that short, then they need a safe restraint that won't cut into their necks, and will hold the torso in place in case of an accident.

A car safety belt or seat saves your child's life.
Why the law.
It is the reports of experts that death due to car accidents will be avoided if safety belts/seats are fixed irrespective of hight..

My granddaughter has just moved to the from
the back seat to the front seat now that she is 4ft. 6in and 85 lbs.
