Contact the Romanian Embassy or consulate nearest you. There are likely procedures to renew your passport while out of the country. If you can't find a consulate in your location, try the embassy in Washington, DC or the UN Mission in NY.

yes it can be renewed at the Romanian consulate or embassy make sure they return your old one if the F1 visa is attached in it

Yes , you can renew it or extended its more likely to be extended, BECAUSE U DO HAVE A VISA ON THE OLD ONE .

"Cetatenii romani aflati temporar in Statele Unite ale Americii la studii, bursa, in vizita sau cu contract de munca pe durata determinata si carora autoritatile americane leau aprobat sederea pentru o perioada mai mica de 1 an, pot solicita eliberarea unui nou pasaport formatiunii de pasapoarte din judetul de domiciliu, prin procura autentificata de ambasada."
