that's the part of the hair that is actually grown into your scalp, which attaches your hair to your head, and which feeds the strand of hair with nutrients from your body to make your hair stay shiny and healthy. it's like the root of a plant in the soil.

That sticky white head is part of the hair follicle, and it is where the root of the hair attaches to your scalp, providing nutrients to the follicle so the hair will grow.
If you keep pulling your hair out by the roots, you wont have to worry about it any longer because you'll be bald.

It is your hair follicle - A tubular infolding of the epidermis containing the root of a hair... aka... a part of the skin that grows hair by packing old cells together.

That's the follicle. It shouldn't be sticky. Do you have oily hair? If not, you might be pulling a small bit of skin around it.

Hair that we see & has color is dead
The white part is living hair cells - from which the hair actually grows.
