Depends on the size of the egg:
Hard Boiled (firm throughout yet yolk remains moist):
Small & Medium eggs - 12 minutes
Large eggs - 14 minutes
Extra Large & Jumbo eggs - 15 minutes
... cook any longer and your yolk will become chalky and dry
Soft Boiled (fully cooked white and a warm runny yolk):
Small & Medium eggs - 3 1/2 minutes
Large eggs - 4 minutes
Extra Large & Jumbo eggs - 4 1/2 minutes
Very fresh eggs (less than 3 days old) are the hardest to peel. The older the egg the larger the air pocket between the egg and the shell and is easier to peel. Throughly chilling hard-boiled eggs makes peeling easier by firming the white of the egg. If you peel the egg under cool running water it helps to remove any bits of broken shell.

I have found that this works the best:
First - don't use brand new fresh eggs!!! Sounds a little crazy - but slightly older ones work better for peeling after boiled.
Place the eggs you want to boil into cold water and put on med high heat. Let them cook until they are fully roiling boiling. Then turn off heat & cover pan and let them sit till water cools. (Will take an hour or so.)
Then peel under cold water. Should work well

It takes about 15 minutes to boil an egg until fully cooked
and place it in a bowl under running water for 6 minutes to
cool down for easy and complete peeling of the shell.

12-15 min. Here is the trick for the shell to come off easy. The last minute or so tap the shell with a knife to make a small crack. This allows enough water just under the shell to make it peel easy. Also very fresh eggs are harder to peel. I try to wait a week or so after purchase before boiling them.

bring a pot of water to a slow boil- that means that the boiling is only taking place along the edges and not the center of the pot
with a push pin place a small hole into the large end of your eggs .
Put eggs into the water and boil for 10 minutes
drain water and cool eggs under cold running war while at the same time shaking the pot so as to crack the eggs.
Result properly cooked eggs w/o any green

Salt your water and add a splash of vinegar(the vinegar keeps your house from having the bad smell) add your eggs and boil for 15 minutes.Drain the water and add cold water and ice cubes to cool the eggs fast.Take an egg out and tap it on your counter on it's side to bust the air pocket and roll it,it will loosen the shell so it is easy to peel.Repeat until all the eggs are peeled.

Most of the other responses should answer your question. Three other tidbits: a splash of vinegar in the water will help you peel VERY FRESH eggs - it begins to desolve the calcium in the shells to make them more porous as they cook - The shells don't stick and tear away the egg. Not sure if your eggs in the fridge are raw or hardboiled? Spin the egg on the counter as you would a top - if it spins, its hardboiled. Careful not to let them spin onto the floor! How to tell if raw eggs are fresh: put in bowl or pan of water. if it sinks to the bottom, its fresh. If it floats, throw it out. Use your judgement for those inbetween.

Place the egg in a pan of cold salt water. Bring to a boil for 3 minutes (+ or - depending on your altitude). This will give you an egg with a slightly firm yolk. Rinse under cold water for a few moments. This will contract the shell making it easier for you to peel it from the hotter egg inside.

good question most people say 5 minutes from the point when water start boiling.
But the real answer is 13 minutes, though it is not a lucky number but i have tried it myself and it works. If you are in hurry once it has cooked just put it under cold water to cool before you start peeling.
Source( personal experince)
I am currently having a boiled egg every morning before i leave for work.
