Because to answer a question gives you a reward of 2 points (or 10 if you have the best answer!) and to ask costs you 5!

only reason that i said is that it is easier to answer a question is that you can put opions or suggiantion on a point of view. and asking a question is hard part is that idea of what you are asking for.

Because it is hard to formulate a sound question rather than supply an answer which needs no thought.
The fear of asking a stupid question is another thing.
