There are ongoing conflicts between various factions that still present a problem. Each of these factions expect to play some role in the government and when left out of it they tend to turn violent.
Lasting peace will be achieved through an all-inclusive government that caters for interests of all people- only a proper democracy, and only over a long period of time.

Some of the obvious barriers are created by ethnic differences stemming from the post Rwanda attrocity. The Hutu, after being chased out of Rwanda, decided to plague the DRC which began a conflict which has killed over 3M people, drawing in at least 7 other countries vying for power in the DRC and its vast wealth of material resources (particularly diamonds). The recent elections (and the upcoming ones) also are somewhat of a barrier due to the ethnic clashes as well as the logistics involved in having an election in a country that is w/o most 1st world amenities.

Tribal (Tribes) and Religion! Discounting North Africa go anywhere else and its all about tribes still fighting tribes with religion as the related main issue. Nothing gets done in western, central or east Africa! Nothing works, nothing is mantained, little or no money is spent upgrading / improving civic services. Candidates eligible to stand are determined by their tribe and religion - its never changed, not from the time Arican countries each gained their Independence! All the countries have reverted to slums.

The fact that the political boundaries in Africa, established by the British and French colonial governments, completely ignored tribal boundaries, lumping adversarial ethnic groups together willy-nilly, and then abandoning them to their own devices.

tribal division. basically, my tribe is better than yours, so we should rule. strange, if people can't hate each other by race, they can find another reason. best example are the Tutsi and Hutu's. genocide on a massive level
