My fiance is Liberian and currently living there. He says things are improving a lot since the war. They are currently trying to get the security/police together and under control. From what I've read and what he tells me it is pretty much like any other place. Don't walk around at night (especially alone), don't wear flashy jewelry or show off your money, etc. I'm not sure about the primary education, but he is a humanitarian and works with some schools and has complained to me on several occasions about how the school system isn't all too great. Also, work is hard to find for the average person there....but being American (I'm assuming you are) you might have an advantage when it comes to finding a decent job there. I know of at least 3 American families there who love it.
