If they hang him, that means he would have told the truth, so they should have shot him. But if they shot him, the statement automatically becomes a lie.
Alternatively he could have said "I am telling a lie."

if the prisoner says “You are going to hang me.” They can’t hang him because that would mean he didn’t lie. They can’t shoot him because that would mean he didn’t tell the truth.
