A leader is not a dictator. A successful leader encourages others to follow them and to work effectively. There are many great leaders. Leaders who are effective do not demand, instead they encourage. I have been a supervisor many times. I find it an honor and priviledge to work for my employees. I have dealt with all kinds abopve me and below me in authority. I have learned the better you treat your employees and give them respect, guidance and praise, the work effective they are at their job. The key is making any situation a win-win situation for everyone.

Well, using that quote, you can only be speaking about the one and only Gandhi. He was the greatest leader of all time. Able to oust the British from India without an army or violence, leading by example, teaching his people that hatred, violence and war were not the answer.
Another great leader, and often overlooked because he failed miserably as a president is Jimmy Carter. What he's been able to do since, in peace keeping as an ambassador for this country is unprecedented. He has been utilized by presidents from both parties to speak on behalf of the U.S. as a calm voice of reason to resolve issues that others have not been able to.
Others; Churchill, Colin Powell, Nehru and Golda Meir.

Sir Winston Churchill, probably one of the best leaders ever, who led the war against Germany and it's allies in the second World War at a time when the USA would not enter as it was leasing equipment to Britain and making money, Russia had signed a non-aggression pact with Germany, Poland, France, Czechoslovakia, Greece, Belgium, Holland and Norway had all been invaded. Italy, Albania and Japan were on Germany's side and Britain and the Empire stood alone against the might of Hitler, Mussolini and Hirohito. Churchill led the British with a stoic determination to win the war which, eventually, he did.

I agree with the quote for an ideal world where everyone behaves the way they should behave instead of the way the want to behave and where things occur to achieve the greater good rather than individual gain...that being said I do think FDR was a great leader...at the same time I think Bismark, and Peter the Great were great leaders as well.

A virtuous thought! But there is a difference between a good leader and one who leads for the good. My number one role model for leadership would be Thomas Jefferson but there are others who may have been better at leading
