You should absolutely NOT use a product containing ammonia. Ammonia is what's in the cat's urine, and that will only cause the cat to seek the area out again.

Cat urine is a tough one. You can't just mask the smell from your own senses, but the cat's. You must remove all traces of it, and that means getting at the source: Bacteria. What you need is an enzyme cleaner such as Nature's Miracle or Simple Solution. You must soak the carpet throroughly so it gets clear down and saturates the padding beneath it, too. You will have an odor while the product dries (this will take several days). In very bad situations, cover the spots with plastic bags for a day so the solution stays wet and really works on the bacteria.

By the way, the cat might not be "bad". If the behavior is unusual for the cat, it may point to other problems. Often times, urinating outside the litter box is the cat's only way to show it is in distress. You might want to have a urinalysis done at the vet's. Your cat may have cystitis, a painful condition where the bladder forms crystals in the urine. They can also do this because of other illnesses.

Your cat could be telling you that he's not feeling well. He could have a urinary tract infection. Does he seem to be straining at all? Squatting a lot, but nothing coming out? Blood in urine? These are all classic signs of a UTI or a blockage. Take him to the vet immediately. Depending on the severity, this could kill him. If he's healthy, and you've ruled these things out, then it's a behavioral issue usually due to stress, anger or depression.

As for the smell, you're in luck that it's on a basement floor, and not a wood floor. You'll have to replace the carpet, because there's really no way to take out what's already there. Only ways to stop him from continuing it. Good luck!

KB is right. Don't label the cat "bad". Labels on animals and humans can be self-fulfilling prophecies.

Urinating inappropriately is a bad behavior, not coming from a bad cat. This behavior is frequently the only way a cat has to alert you to a physical problem that is making urination painful.
So please have a veterinarian do a urinalysis to check for the possibility of crystals or infection in the bladder.

Baking Soda. Dissolve 4 tablespoons baking soda in 1 quart warm water for a general cleaner.
Or use baking soda on a damp sponge.
Baking soda will clean and deodorise

If stain or odour persists, try this method.

Add 1 cup of hydrogen peroxide to 1 tbsp. of baking soda. Add 1/2 tsp. of dish soap and stir well. Apply solution to the stained area with a sponge.

Let dry and vaccum

First use a pine infused cleaner to clean the mess, then spray the area with vinegar and put some orange and lime peels in the area for a few days to keep the cat away and get the odor to disappear.

we bought a place that had that prob (but we didnt realise it earlier) we had to rip out the carpet and underlay....it had gone right thru to the floor and even stained it. You can get a carpet cleaner in, who will use i think ammonia, to kill the smell on both the carpet and underlay. They also have a light they can shine on the carpet that shows them where the stains are.

Zero Odor really works. You can get it online, or sometimes they have ads for it on tv with special prices. You may have to spray it on more than once (I had to use it twice a couple times, when Baby was marking) but it really works. My couch would be unbearable if it didn't!
