Children are taught to read in the first grade, so it's not necessary to teach your child to read before he enters the first grade. However, a lot of parents these days are teaching their kids to do so early on. It never hurts to start early and give your child that extra edge, especially if he's nervous about school.

Well it all depends on the school and what you think they should know by then. Our school started teaching the kids to read in kindergarten and then in 1st grade they focus a lot on reading and learning new words. I know the school my nephews and niece go to, they had to know over 100 site words before kindergarten.

they CAN know how to read before first grade esp. if they have been read to since about 3-4 months of age but a large part of reading skills are taught in first grade.

Kids in our school learn to read in Kindergarten. They should be reading instructions/short sentences/simple books upon entering first grade.
I taught my oldest to read with the Bob Books when he was only about 4 years old. My current Kindergartener (5.5 years) is just showing an interest in learning to read. Her 3.5 year old sister is probably just as close as she is to reading though! So kids learn at all different ages.

They start learning in Kindergarten and through practice they should be able to read age appropriate books by mid 1st grade.

in our school system kids werent passed to first grade unless they could read all of the basic color words, as well as number words and sight words (words that can not be sounded out such as this and that and words with TH, or CH and stuff)
My son just entered first grade and he could read before he entered kindergarten. We practiced and he loves to play games on the computer.

If you read to them a lot starting when they're infants and let them look at the pictures, and make sure they have books to read themselves, they should be reading well by the time they're in first grade. At least, that's how it worked for me.
The Dick and Jane stories didn't have much to teach me: I had been weaned on Little Golden Book, and I had a large, beautifully illustrated book of bible stories.

Definitely before. My daughter could read prior to Kindergarten. Kindergarten these days is what 1st grade use to be. They work on reading and math - it's way more than colors and letters!

They should know their ABCs by the start of first grade, and know how to read some simple sentences by the end.
