Yes, a situation can be monotonous. Think of the term, being in a rut. That means doing or being in the same situation continually, without change. Hence it becomes monotonous and boring.

My job is monotonous.
Some days more so than others.
For example, last week I ran into the same guy in the exact same hallway at almost the exact same time M-Th. We never spoke, we just played the 'eye game' where i looked at him, but he wasn't sure whether or not to speak so he started looking away from me, then just when i looked away he looks at me as if he wants to say 'hello' but then he sees me looking away and hesitates...you know that game i'm sure.
Then of course I sit down and type up the same reports everyday.
Monotony definately applies to more than just someone speaking.

an Example when some one bumps in to you by accident

Actually I would say the most common usage would be referring to a boring task.
"Working in a factory folding diapers is montonous", etc.
