I hate to admit this but I have 2 sons ages 5 and 2..My 5 year old is potty trained and my 2 year old is showing intrest..So my 2 year old will go potty with my 5 year old..older one likes teaching younger one likes being one of the "big boys"...2 year old also goes with my hubby...wehn they are "aiming" they think it is a game..They are little and don't get how nasty it is...To them germs is just a word...They are to small to fully understand..(also in my case my 5 year old is a little "slow" and behind) My hubby has a HUGE family and him and all of his family says it is normal..

This sounds like a common case of UROLAGNIA. It is unusual, yes.
There could be various reasons for this. For his age, my deduction is that it started at his pre-school because of the practice by school teachers and other caretakers of denying children use of the toilet. Most often, rigid scheduling of designated bathroom use times, restriction and denial of toilet use is done for the sake of the caretakers' convenience or their need for power and control.
He is now rebelling against this in a sadomasochistic act called Urolagnia. You have to investigate this and maybe speak to the teacher at his pre-school about allowing to go to the toilet during activities.
Also see a child psychologist as there might be other indications.

Having been the owner of a commercial preschool and daycare for six years, ECE educated, and having worked with hundreds of families: HIGHLY CONCERNING! Very very abnormal for a child to urinate on other children. This is not about potty-training; it is about anger. At worst, it could even be signs of sexual abuse or developing personality disorder. Insist that the parents take him to a psychologist. If they don't, immediately, call Child Protective Services. This is valid reason to call and you are a mandated reporter, if you are a teacher. If there's no finding of abuse or neglect by anyone in his life, no harm done.

i agree with georgia and just....it is unusual...but like Georgia had said....it is HIGHLY CONCERING...Seek medical advice..I've had read it is a sign of sexual abuse and that is something to get check out. Who wants to hear that their family member might of been abused by someone. I have a niece who urinates on her furiture and carpet in her bedroom..I told her mother to take her to the doctor to get her check out to make sure she hasn't been abused and she doesn't what to hear it or says it's just what she does. I hope for the best and hopefuly u can get the problem taken care of. Do investagate the situation....
