I am going to assume that oat means oatmeal or that oatmeal is a proxy for oat. So I will answer your question from this perspective.
Oatmeal doesn't cause you to lose weight, but can help. What causes you to lose weight is keeping your calories between 1500-2000 per day, which represents your BMR (call this your baseline metabolism).
If you do this, you extra activity, walking around and just moving will cause you to burn calories in excess of this number, which will lead to weight loss.
Oatmeal helps in that it is an excellent source of complex carboyhyrate. This prevents sugar crashes, supplies the body with protein, and gives you a sense of feeling full on less calories ingested. Thus, it helps you stay a little more active and eat a little less, all else being equal.
Keep in mind, that you can just buy oatmeal from the store carte blanche, you need to buy the plain oatmeal. If you buy the sugary stuff you are negating the benefit. I would suggest trying the plain oatmeal and maybe adding a little equal for flavor.
I eat it almost every other day and it helps me keep my body fat at 7% or below and still have energetic workouts.
However, keep in mind that the key to weightloss is not the oatmeal, it is keeping at or below the 1500-2000 calories consumed for the day. If you do this, you could see results within the week.

Yes and no. Yes because it is one of the high fiber clean carbohydrates which aid the body in so many ways. Having any carb for dinner is not a wise choice unless, you are the thin body type or you just got back from a work out. You always need these kinds of carbs after a work out even if it is at night. Just don't gorge on it. Bottom line is, for wieght loss oats are for the first half of your day if you are trying to lose fat. Great choice in carbs by the way-stay away from white carbs.

You still need a variety of foods and nutrients to loose weight successfully. Just because oats help weight loss doesn't mean that you can only eat that and loose a lot of weight. You need fats (the right kind of fats) and other nutrients to loose weight. Otherwise you are losing just water and possibly sending your body into a cycle where it hoards all nutrients (starvation mode). Eat a healthy well-balanced diet and increase your exercising. The only way to loose weight is if your activity level increases beyond your calorie consumption.

To lose weight, a person has to reduce the calorie intake by some amount by modifying their diet. A diet without sufficient nutrients will only increase the appetite of the person trying to lose weight. Since most people combine a diet with an exercise plan, additional nutrients are required for the growth of muscles required to increase the metabolic rate required for long term weight loss. Personally I would suggest you have the oats for breakfast. It is a healthy low cal food that keeps you full and gives you energy without a lot of calories. For dinner have Veggies, and lean meat

It does give you fiber.
When I have it and I make brownies, I substitute about half the flour for oat bran. My taste buds don't know the difference.
Don't neglect the rest of your nutritional needs, though: While oats in their various forms are good, they can't give you everything.

Yes, It helps to reduce weight. It is also a substitute for dinner. Especially for Diabetes patients, this is easy to prepare, quick to prepare, and also keeps the diabetes patient satisfied without hunger for atleast 2 hours even for insulin dependant patients.
