Born again Christians say so. And they think that wine that was made from water by Jesus Christ is not an alcoholic wine.

Alcohol is not forbidden by any verse in the Bible. It is advised to practice moderation in all things though which in my opinion is good advice no matter what your belief system.

An enjoyable gift is good only when used properly. For example, honey “is good,” but “the eating of too much honey is not good.” (Proverbs 24:13; 25:27) While drinking “a little wine” may be agreeable, the abuse of alcohol is a serious problem. (1 Timothy 5:23.) “Wine is a ridiculer,” warns the Bible, “intoxicating liquor is boisterous, and everyone going astray by it is not wise.” (Proverbs 20:1) The prize can go only to those who finish the race successfully. In the race for life, the abuse of alcohol can prevent us from reaching the finish line. We must exercise self-control. Running with certainty requires that we do not indulge in “excesses with wine.” (1 Peter 4:3.) On the contrary, we need to exercise self-control in all things. When it comes to drinking alcoholic beverages, we are wise to heed the counsel of God's Word.

"Who has woe? Who has uneasiness? Who has contentions? Who has concern? Who has wounds for no reason? Who has dullness of eyes? 30  Those staying a long time with the wine, those coming in to search out mixed wine. 31  Do not look at wine when it exhibits a red color, when it gives off its sparkle in the cup, when it goes with a slickness. At its end it bites just like a serpent, and it secretes poison just like a viper ... When shall I wake up? I shall seek it yet some more.” (Proverbs 23:29-35)

No, at least for the general 'public'. There (in the old law (testament)) was an abolishion against alcohol for the Nararites, but not for the 'general public'. There is a biblical warning about the abuse of alcohol. Alcohol does have a useful value. 1 Tim. 5:23. Whether the use is for the stomach, or brain (worry), is between God and the user.

I don't remember any verse about alcohol being off limits, but there are a few verses in the book of Proverbs that say it's not okay to get drunk.
