sand down flakes and uses poly filla on cracks or holes. alternatively you could put lining paper on the walls for a simpler but less effective solution

There are several techniques that can be used to accomplish what you are asking. A good Faux Painter can work wonders with problematic walls and ceilings. My wife is professional Faux Painter in the Spring/Houston Texas area and I've seen her work wonders by mixing a bit of paint with vinyl spackling and pasting it on.

Depending on size of cracks there are several things you can do.
1. If cracks are big, use builders expanding filler so if they get bigger the filler stretches.
2. Sand off flakes and replaster
3. Board over or put up lining paper.

you can use dulux colour flex paint for cracks as it is design to hide them , polyfilla smooth over for uneven wall and ceilings

a good heavy latex paint might help but steer clear of the bargain brands... go woth a well known brand
