English is a hybrid of Latin,Greek,Sanskrit,Hebrew,Arabic,Mandarin, Pali and a few others. This British or Queen`s English migrated along with pilgrim fathers to America and during this migration changed a lot. And then slang of America changed it further. So one should not expect any logic in spelling, grammar,usage and idiom. Judgement is also spelt as judgment.
Color and center in American English are colour and centre in British English.

Because the "e" is in "achievement" to signal that the vowel sound in the middle is long. The vowel sound in the first syllable "judgment" is short. If they left the "e" of "judge" in there when putting on a suffix, we would be told to pronounce it "jooge-ment."
