Solitare came WITH Windows 95 and later versions.
Go to your ADD/REMOVE Programs section of your Control Panel, then look for the Windows components section.
AH, if this is your computer at Work, the IT guy probably removed it, so you would not goof-off while at work. So if you don't want to get FIRED, just don't fiddle with it and GET BACK TO WORK.

Find your installation CD. Run the setup application and choose to change/add/remove Windows features. Games and solitaire should be an option within that.

The windows 98 cd. Then goto add/remove programs and click on windows applications. Tick the solitare option under games and it will install from the cd.

it shud b installed as part of ur copy of windows ... unless it has been removed already, u shud b able to install it from the microsoft site, if not then there may b a way to get it from ur installation disc
