No hops are part of a flower. They are used in the flavoring of beer. They work with the brewer's yeast better than other components.
Hops have a setative effect and are used in sleepytime herbal blends and are a main component in Dream pillows. One of the actions that hops has, herbally speaking, is that it amplifies depression... but you will never see that warning on a bottle of beer!

As far as I know, hops are a flower that if left to mature probably would be classified as a fruit or a berry.
