m3alim = big boss or someone in control.
3 here we Arabs write instead of letter ع in Arabic and that only Arabs can pronounce it.
It is an Egyptian word although it is Arabic, coz all Arabs pronounce it like mo3alim, but only Egyptians say it like m3alim, and we say it only for ppl that r not educated or not in officila positions.

there are many letters in Arabic that have no equivalent in English,one of them is the letter 'ein'which is the deepest sound from the throat,the writer of this phrase used the number '3' as a sign to it,then its; ya mualim means,hi teacher
