I have a powder mix that is non-water soluble - it basically floats around in the water and eventually settles. Does anyone know of a household or commercial kitchen tool or device (preferably not tooo expensive!) that will pulverize dry solids / powders into a water soluble or at least an extremely fine powder?

If it's not water soluble, then it's just not. It won't matter how fine you crush it, it still won't disolve in water.
You need to change the chemical properties of your powder or of the water to make it dissolve.
Sometimes super-heating your water in the microwave will work. Sometimes mixing the powder with something else will work.
Chemically speaking there is not enough information to answer your question.

A coffee grinder will do that. Somewhere between $5 and $10 at Walmart. Works on various herbs too.

However, if the powder is truly non-soluble, you should mix it with a small amount of water and put it in a blender on Liquify (start out slow and work your way up to liquify).

I was going to be irreverant, but in reading, have changed that thought.

It sounds like a silica based powder? If the substance is truly non absorbent the best you can hope for is to break it down into a more manageable particle size.

Not knowing the compound, or its intended use, I suggest even a simple Mortar Pestal, and bowl.

Try reading the directions? If it isn't water soluble then it should be mixed with something else such as oil.
