Probably that they hadn't got enough evidence to convict somebody. That, or the thief is an informer to the police......or a friend of one of them!

If you know who the robber is take matters into your own hands! You might apply the Hammurabi's Code of Laws. Do be mindful what I suggest here is against modern law in most places. I've known of it being used. While there won't be any feelings of greatness from doing it, I know the next place this "robber" goes after will have to be wheelchair accessible.

That means that either you declined to prosecute the robber or the Procecuting Attorney doesn't think there is enough evidence to prosecute the robber.
