Yes, these are held as assets or rather as Stockpile. The same holds good for any other ammo as well like small arms, artillery or any explosive held by the military

yes, for the Military and the ammunition factory. These shall be inventory.

if it wasnt classified they probably count them, minus depreciation, when it comes time to scrap them they are liabilities.
